三、3月5日下午1時50分至2時30分為處理臨時提案時間。）","meet":{"tmpMeeting":null,"title":"立法院第11屆第1會期第3次會議","id":"院會-11-1-3","type":"院會","term":11,"sessionPeriod":1,"sessionTimes":3},"date":"2024-03-01","duration":195,"end_time":"2024-03-01T09:16:07+08:00","start_time":"2024-03-01T09:12:52+08:00","features":["ai-transcript","gazette"],"type":"Clip","gazette":{"lineno":27,"blocks":[["張委員嘉郡：（9時12分）院長、各位行政首長，還有各位同事，大家早安。16年前我就站在這裡，向劉兆玄院長跟接下來的吳敦義院長爭取雲林高鐵設站，其間和毛治國部長還有殷琪董事長進行了十數次的會談，最後以行政院為高鐵作保借新還舊，一年省下一百多億的利息，才成功爭取到雲林高鐵設站，當然彰化跟苗栗也跟著受益。","自從2016年通車以來，雲林站幾乎每個月都維持著20萬以上的進出站量，近年來每個月更將近30萬，這個數字遠高於同期啟用的彰化站與苗栗站；雲林與嘉義的運載量更是，雲林的運載量只有嘉義的一半，但是雲林的車班不到嘉義的一半，這代表雲林現在其實面臨著班次太少的瓶頸，每到週末跟假日車票就供不應求。張麗善縣長上任之後就不斷為鄉親爭取高鐵增班，到目前為止只增加了10個班次，遠遠無法滿足民眾的需求。","面對雲林高鐵增班的需求，高鐵公司常常說班次是依照市場需求來規劃的，其實這樣說不盡公平。這是一個蛋生雞、雞生蛋的問題，班次不夠導致民眾買不到票，只能轉往嘉義站、彰化站或臺中站來搭乘，民眾不但多花時間，還要多花錢。如果以每班次運載量來計算，根據1月份的資料，雲林站每個班次所帶來的進出站旅客就高達352人，同期間嘉義站只有284人，臺北的板橋站更僅有318人，所以雲林站的載客量真的不差，民眾假日買不到票更是不爭的事實。我們只希望高鐵公司跟中央官員能夠重視這個需求，讓我們的鄉親想要返鄉看看父母妻兒的路更方便、更簡單一些，也希望高鐵公司能夠聽到雲林人的聲音，讓我們回家包括通勤、孝親能夠更加地
