Kacaw委員：好，921震災的時候有訂了重建的暫行條例，莫拉克颱風的時候也有訂了一個災後重建的特別條例，本席也在內政委員會跟內政部，還有相關的部會提了，震災、風災就每一個受災戶個案而言，個案救助的額度、租屋的補貼、重建的額度、利率，以及年限等，不論是一個大區域的發生還是一個小區域的發生，不應該有這樣的一個差別待遇，對一個受災戶而言這個是基本的。所以無論是0403的大地震還是未來，因為臺灣是一個多颱風、多地震、多水災的一個地方，部長就是應該要去定一個常態性的，只要是因為風災、只要是因為地震或水災，所發生的天然災害，房屋傾倒了，不能住了，應該要有一樣的協助。部長，你認同嗎？"],["莊部長翠雲：當然對災害，我們對受損的企業產業也好，或個人也好，都應該要有所補助的方式，來讓他們可以儘快地復原。"],["鄭天財Sra Kacaw委員：對，因為這個部分，未來我會去推動修正災害防救法，然後災害防救法還沒有修之前，對於0403大地震所造成的災害，我們還是必須要去面對。所以這個部分，尤其部長是留任的，在未來新的行政院長上任之後，我一樣會做這樣的質詢，希望能夠促成這個方向。","我們看當初921大地震的時候，財政部訂了一個九二一震災災民重建家園貸款信用保證業務處理要點，這是89年開始，後來又做了修正。此信用保證業務處理要點我上次有提到這個修繕最高150萬元，重建購屋貸款是350萬元這個部分。然後相關的注意事項裡面就提到，購屋及住宅重建貸款每戶最高350萬元，150萬元以下是免息。固定利率以民國88年、89年當時的利率，然後用比較低的固定利率，是這樣。那後來央行就做一個修正，做了一個有效的部分，就是按照郵局的固定利率來作為標準。所以在這樣的情形之下，現在是以113年上個月中華郵政存款利率的標準，當然現在是比以前的低了。我的意思是，為什麼要把這個數字呈現出來，也就是財政部跟相關的銀行在做討論的時候、去規劃的時候，能夠朝這個方向去努力。","也就是說，這一次0403地震受災戶的部分，除了增加租屋租金是其他部會的業務，希望對於購屋及住宅重建貸款的部分，必須要由財政部去協調相關的銀行，是不是能夠以每戶最高1,000萬元，因為是25年前是350萬元，那是25年前喔，現在的房價、各方面的增加，我是希望能夠1,000萬元，450萬元以下是免息，然後450萬元以上利率就按照郵局存款利率，郵局一年期定期定存的固定利率，然後還要比這個低，希望能夠朝這個方向去處理，包括修繕貸款也是一樣，最高300萬元以下免息，部長，是不是可以往這方面去努力？"],["莊部長翠雲：跟委員報告，0403地震的部分，本部的所屬機關也好、公股行庫也好，對於災民受損的一些補助，都是從優、從寬、從簡方式來做處理，那委員這項建議的話，我想公股行庫，他們今天也都在這邊，也許可以把它納入一個參考。"],["鄭天財Sra
