employee，不涉及政治工作，就是行政的工作，讓部分駐外同仁的眷屬承擔工作、減輕負擔？我這個建議最主要是我在很多地方參加活動，看到駐外人員全天在外工作，可是他的眷屬晚上還要配合，然後交通自理、不能同步，甚至有些國家駐外使館人員的男女同仁比例不同，在交通上的負荷也不相同。因此我提出的建議是部分駐外使館的辦公室，如果經館長、副館長考核，駐外同仁眷屬的語言能力能夠承擔到某個程度，建議比照local employee的方法，讓他擔負一個館內的工作，也可以減低他的家庭負擔，這是我個人一個粗淺的看法。","至於在國內部分能夠照顧到我們的身心平衡，其實剛剛你已經講了，並不是每一個人都願意表達心理的壓力，因為我們有時候在工作上的挑戰、壓力會變成我們的驅動力，只是希望不要把這個驅動力過度反映到家庭或對其他同仁，我們是持正面看法。至於榮總的醫療協調部分，我站在這邊，因為我們外交及國防委員會本身也跟退輔會有一個很好的溝通管道，對於榮民總醫院，我們過去也有很好的協商機制，在這個領域我們願意來協助部長，請部長就剛才的建言提供一點指導。"],["吳部長釗燮：非常謝謝陳委員，剛剛講的都非常精闢，尤其是駐外的經驗，我也曾經擔任過駐外的代表，雖然時間沒有很長，但是也瞭解、非常體認到駐外人員的辛苦，因此對於如何照顧這些同仁、提高他們的補助，讓他們在國外的生活能夠配合到當地的物價水準等等，我們都有做這方面的努力，也非常謝謝委員的支持。","另外，有關於眷屬是不是能在館長的考核之下當成一個local
