11:13:46","影片長度":"00:05:59","會議時間":"2024-05-08T09:00:00+08:00","會議名稱":"立法院第11屆第1會期經濟委員會第11次全體委員會議（事由：一、審查113年度中央政府總預算有關農業部及所屬主管預算凍結案等3案。（如未接獲議事處來函則不予審查）\n二、審查本院委員陳冠廷等30人擬具「農產品市場交易法第三十五條條文修正草案」案。）","date":"2024-05-08","meet":{"tmpMeeting":null,"title":"第11屆第1會期經濟委員會第11次全體委員會議","term":11,"type":"委員會","sessionPeriod":1,"sessionTimes":11,"committees":[19],"id":"委員會-11-1-19-11"},"duration":359,"end_time":"2024-05-08T11:13:46+08:00","start_time":"2024-05-08T11:07:47+08:00","features":["ai-transcript","gazette"],"type":"Clip","gazette":{"lineno":1115,"blocks":[["陳委員冠廷：（11時7分）我們請部長。"],["主席：請陳部長。"],["陳代理部長駿季：陳委員好。"],["陳委員冠廷：部長好。今天是要反映一下關於雞蛋產地跟批發價價格下跌，有一些消費者有特別談到，為什麼消費端沒有辦法降價的部分。我們來看一下圖表，其實雞蛋的蛋價已經連續兩週下跌，創下兩年的新低，產地的價格現在每斤剩35.5元，相當於35元的成本，臺北的批發價也從去年高點的55元，跌到現在的45元，所以跌幅已經超過18%。我們接到一些養雞協會的訊息，提到端午節會是淡季，很憂心蛋價崩盤。部長，想請教一下，產地蛋價下跌、批發市場蛋價下跌，消費端的這個部分，包含便利商店或者是很多我們會去光顧的早餐店，這個蛋價有下跌嗎？"],["陳代理部長駿季：我跟委員說明，整個雞蛋價格的波動，我們原則上還是尊重市場的機制，因為產地跟批發是跟農業部比較有關的，它可能跟短時間之內的需求跟供應會有一些波動性的調整，這部分我們隨時在監控，現在最重要的是消費端根本不理我們，就是產地消費平均大概降了10塊，最高點嘛！大概10塊了，可是產地端本身總有很多、很多的理由，就是不動如山啦！我覺得這個部分的確是我們該重視的問題。"],["陳委員冠廷：謝謝部長。我們當然是尊重市場機制，市場機制基本上是我們國家現實的價值跟原則，如果多次的干預，反而會擾亂市場機制，產地漲價，消費端跟著漲價是合理的，但是產地價格大跌，消費端卻維持這樣的價格，還是鐵板一塊，那我懷疑這就不是市場機制，而是有人故意在操縱價格。部長，如果有類似這樣的情況，你們透過各種數據的蒐集之後，你們會知道，你們會反應嗎？"],["陳代理部長駿季：如果我們瞭解市場上有這個價格等於說有被刻意操縱的時候，我想政府內部應該有一個機制，包括可以請公平會這邊來介入瞭解，但是現在雞蛋本身的價格不下來是普遍性的，它不是特定的一個超商不降，包括早餐店也不怎麼降，所以它變成是一個普遍性，那普遍性的問題，可能要有另外一個機制去處理。"],["陳委員冠廷：我今天提這個意思不是說要求他們一定要降，或者是哪個一定要漲，而是在市場機制能夠容許的範圍之內，當然是要依照市場機制。"],["陳代理部長駿季：是。"],["陳委員冠廷：這也是為什麼我們今天要提出相關草案的修正，為什麼要提出第三十五條的修正條文？就是希望農產品的市場交易不要受到擾亂。這些價格的快速波動，我想這是農業部苦惱的問題，這種消費者痛苦、農產品暴跌、農民血本無歸，不管是消費者或者是農民，我們怎麼讓價格平穩，這當然就是農業部最重要的工作。包含颱風漲價，有的時候鄰近的國家才開始發布颱風警報，颱風還沒有來，葉菜及莖類就已經全部先漲一波，就算後來沒有登陸，但是價格也還是不會立即下降，所以我們認為每次只要有颱風消息一出來，大盤商可能就又割了一波。","另外就是透過社群媒體的錯假亂訊息，今天早上我有特別提到，只要中傷某一項農產品，它就可以吸引平面媒體、電視媒體、社群媒體引起消費者的恐慌。譬如說寶林案就是這樣子，因為一開始找不到元凶，所以馬上就不斷地在社群媒體上放話說這個餐廳的木耳有問題，結果消費者恐慌，就影響到我們嘉義縣中埔鄉的產地，甚至他們有一些本來已經要輸入給軍方的，通常又臨時就停止了。當然我們是尊重國防部、軍方自己的決定，只是說因為這種消費端的恐慌，或者是有人特意操弄而導致整個農產品，甚至整個農產業全面性地被影響到，這當然是非常負面的，針對這次的問題，包含農業部第一時間都有出來提這個問題，當然衛福部也在第一時間講說哪一些產品與此無關、哪一些產品有關，馬上就做釐清，所以第一波有止血，未來希望部長在520之後，類似這樣的狀況，農業部也要在第一時間直接介入去瞭解，第一時間就要把最快速的訊息提供給民眾，特別是危機訊息的管理很重要。因為那時候我記得行政院相關人員還特別扯到其他的東西、扯到茶，我不想再傷害那一位行政官員，我只是要提醒一下，傳遞正確的訊息，不要影響到農產品，在遇到食安問題的時候特別需要農業部出來，而且是第一時間就要出來……"],["陳代理部長駿季：瞭解。"],["陳委員冠廷：不要讓他們傳一些錯誤訊息之後才出來，第一時間就趕快結合各縣市的農會一起合作，把這些問題提出來的話，我們就可以有效遏阻。"],["陳代理部長駿季：瞭解，謝謝委員，針對錯假訊息本身，我們有一個機制，包括網路的搜尋，包括媒體的這些比較不實的訊息，我們都會第一時間就去處理。"],["陳委員冠廷：謝謝部長。"],["陳代理部長駿季：這個部分我們會加強努力。"],["陳委員冠廷：謝謝。"],["主席：好，謝謝陳委員、謝謝陳部長，謝謝。","接下來請賴士葆委員發言。"]],"agenda":{"page_end":198,"meet_id":"委員會-11-1-19-11","speakers":["邱議瑩","陳冠廷","陳亭妃","楊瓊瓔","鄭正鈐","賴瑞隆","林岱樺","鄭天財Sra
