Kacaw委員：當然環境部業務也很廣泛。今天要跟你談的是花蓮、臺東的交通，當然跟環境部有關係。蘇花安在今年2月20日做了環評，環評的結果是沒有通過，要補正，這是113年2月20日。然後在5月14日做了第2次初審，只是初審會議，做了一個決議，建議通過。這個部分我要特別請部長，還有次長，尤其是公務人員，部長，我是30年公務人員，我也擔任過常務副主委，所以我要請公務人員協助，因為環保人員難免用最高的標準，但是現在的工程技術與環境保護是能夠兼顧的，甚至反而是這些工程技術施工更可以環境保護，更可以達到環保。過去我也常跟這些環保人員對話，以前還沒有蘇花改的時候，一下雨就坍方、一下雨就坍方，反而沒有保護，對不對？沒有保護。我們就舉一些例子好了，就以蘇花改為例，蘇花改是已經完成的，它做的都是最困難的、最危險的，現在就是要繼續做蘇花安，和仁到崇德，這一次0403大地震就是大清水這裡坍方，最下面那個，就在這一段，黃色的這個就是蘇花安要做的，是比過去好做的，比較好做的，而且對環境保護沒有那麼困難的，但是這次的環保防更困難，很奇怪，難以想像，這就是公務人員怎麼樣去善盡說明義務，讓環保人員能夠瞭解。同樣的工程在南迴公路都做了，結果在蘇花改又有不同的環保人員去發言。我們就去做對比，做對比比較重要。蘇花改97年11月10號開始進行可行性研究，然後99年11月9號完成環境影響評估，100年就動工，這是最困難的，結果反而比較快。我先講蘇花改，這一次0403大地震，完全無事；更早的北迴鐵路，從以前到現在，大地震、大颱風、大豪雨都沒有事。當然環評人員總是有意見，所以你們要做詳盡的說明。你看蘇花安108年12月20號開始進行可行性研究，本來預估111年完成，結果到現在還沒有完成環評，已經嚴重落後，本來好做的結果反而落後，這個就是沒有善盡說明義務。所以環境部無論是部長、次長或公務人員，要善盡說明義務，讓工程能夠順利推動，可以嗎？"],["彭部長啓明：可以，報告委員，因為蘇花安的時候我還沒有上任，可不可以請我們環評司司長來說明？"],["鄭天財Sra
