Kacaw委員：待遇……"],["邱部長泰源：如果只是待遇的話，我們當然是在專業加給的部分把它提升。"],["鄭天財Sra Kacaw委員：就是專業加給的部分？這個部分我要特別請衛福部注意，因為你寫「配合行政院人事行政總處」，它絕對不會主動，所以你們要主動。"],["邱部長泰源：沒問題、沒問題。"],["鄭天財Sra Kacaw委員：而且按照醫事人員人事條例第十條的規定，如果要調整俸給的話，要「由考試院會同行政院定之」喔！所以我的建議是，賴總統既然要在總統府成立「健康台灣推動委員會」，我們要擋也擋不住，他特別提到願景就是要讓人民活得長壽又健康，而且還要通過「健康憲章」。中華民國法律條文裡面提到的「憲章」只有兩個，一個是聯合國憲章，這在我們很多法律裡面都有提到，另外一個是奧林匹克憲章，表示這個憲章的高度很高。然後還說要推動「健康台灣深耕計畫」。我的建議是剛才我講的醫事人員、護理人員，尤其是偏鄉原住民族地區的部分，你要增加他們的專業加給，剛剛說的方向是這樣，就提報這個總統所主持的健康台灣推動委員會，因為這已經跨院了，而且還會涉及行政院跟考試院，所以這個部分建議部長提報到這個委員會。"],["邱部長泰源：沒問題、沒問題，我們在「健康台灣論壇」的6場論壇裡面都有談到怎麼樣來照顧原住民，所以這個是重點。"],["鄭天財Sra Kacaw委員：好，提到原住民。謝謝你主動提到！","原住民族健康法是112年6月21日公布施行的，第一條裡面很重要的就是要「改善原住民族健康不平等」，這個已經是中華民國法律認證的，原住民族健康不平等，所以要改善喔。要改善的地方有很多，我們先談比較小的部分，原住民族健康法第二條當初並沒有按照本席的提案條文通過，所以現在寫的是「中央主管機關應指定專責單位辦理原住民族健康事務」，我對這個條文非常不滿意，但是沒辦法。在衛生福利部的處務規程裡面，護理及健康照護司的掌理事項包括「原住民族地區醫事人力與服務體系之發展及推動」，一個護理及健康照護司其實是沒有辦法去達成整個原住民族健康不平等的改善的！這是沒有辦法的，它絕對不是護理及健康照護司所可以支撐的。因為原住民族健康不平等的改善涉及衛福部全部10個司，10個司都有關係到，所以部長，這個部分要怎麼去推動？因為這還涉及各部會，所以我的建議就是提到總統所主持的健康台灣推動委員會，把我們整個原住民的……"],["邱部長泰源：我相信健康台灣推動委員會一定會討論這個主題。"],["鄭天財Sra Kacaw委員：所以要針對這個部分提出整個原住民族健康不平等的改善因應措施，包括相關的從人力到經費、到各個層級，也有涉及別的部會，可以嗎？"],["邱部長泰源：可以。過去多年來，我在這個地方也聆聽到很多關心原住民的立法委員們的教導，所以我也知道大家的訴求跟努力的方向，而且健康台灣的確也把它列為重點，雖然目前可能沒有剛剛您提到的那個令你滿意的設置，但是我們除了會有一個跨部會的健康政策以外，也想要申請在這個司裡面設立一個科來專門做相關的照顧工作。"],["鄭天財Sra
