Global Health》研究發現，男性頻繁感染與傳染HPV機率較女性高。而預防接種是所有公共衛生工作中，最具成本效益的「投資」。世界各國的研究顯示，預防接種是預防傳染病最直接、最有效、最經濟的方法。臺灣兒科醫學會即有彙整，亞太經濟合作於110年第11屆健康與經濟高峰會議建議「除成人外，應導入及增加15歲青少年男女性接種HPV疫苗」，我國國民健康署同樣表示HPV疫苗對於未曾性行為或未受到HPV感染者最為有效。世界衛生組織則建議性行為尚未活躍或未受到HPV感染之9-14歲青少年，尤具接種HPV疫苗效益；倘若政府財政可負擔，更建議於9至14歲性行為尚未活躍女生之外，開始對男童等次要族群進行接種。益證為保護男性健康，為男性青少年接種疫苗，可降低其感染與傳染機率，擴大HPV疫苗覆蓋率，亦有助於增加女性接種效益，為全民建構起健康防線。","三、展望國際，已有近60國為男女接種HPV疫苗；國內以臺北市為例，其著眼因HPV病毒特性男性受感染後較難清除病毒，且男性無常規檢查致不易發現；而最有效的預防感染方式是接種HPV疫苗，在青少年階段是接種黃金期可達最大保護效果，故自113年9月1日起，將擴大提供設籍或就學於臺北市112學年度入學國中男生免費接種HPV疫苗。","四、爰請衛生福利部籌謀預算，檢討修正現行HPV疫苗接種對象，不分性別針對全國國中生提供公費接種HPV疫苗，為青少年奠定健康基礎與優質免疫力，降低HPV感染與癌症威脅。","提案人：李彥秀　　陳菁徽　　廖偉翔　　羅廷瑋　　萬美玲　　黃健豪　　","連署人：陳超明　　張嘉郡　　鄭天財Sra
