12:03:34","會議名稱":"立法院第11屆第2會期經濟委員會第4次全體委員會議（事由：邀請農業部部長列席報告業務概況，並備質詢。）","id":155337,"gazette":{"lineno":962,"blocks":[["鍾委員佳濱：（11時58分）主席、在場的委員先進、列席的政府官員首長……"],["主席：鍾委員，不好意思，我在這邊宣告一下：因為謝衣鳯委員已經到場，今天上午的質詢到謝衣鳯委員質詢結束，我們休息到兩點半再繼續開會。"],["鍾委員佳濱：謝謝，我的問候語就省略了，有請陳部長跟農糧署署長。"],["主席：請陳部長、農糧署署長。"],["陳部長駿季：委員好。"],["鍾委員佳濱：部長好。我的重點就是這兩個標題，農損救濟跟農業設施。我們看一下，7月份的凱米颱風，屏東的農損破4億，是不是全國最多的？"],["陳部長駿季：應該。"],["鍾委員佳濱：應該是。請問從7月到現在，救助已經都發出去了嗎？"],["陳部長駿季：我們預估的金額大概是49億，然後現在撥了大概16億……"],["鍾委員佳濱：什麼時候可以領得到？"],["陳部長駿季：二十幾億，有一部分是因為公所、縣府還沒送上來，我們原則是送上來三天之內，我們就會撥款。"],["鍾委員佳濱：部長，請您給我們一個很清楚的流程，民眾在問，我們要告訴他，究竟是公所還沒送，或是縣政府還沒送，還是農業部還沒撥，清楚地給我們知道，好不好？"],["陳部長駿季：好。"],["鍾委員佳濱：是不是下個月之前全部都可以領得到？"],["陳部長駿季：如果報來……"],["鍾委員佳濱：如果地方沒有延誤的話。"],["陳部長駿季：報過來我們三天就會撥出去。"],["鍾委員佳濱：三天就會撥，好。請看下一頁，這次的山陀兒颱風，屏東的農損又破2億7,000萬，是不是也是全國最嚴重的？"],["陳部長駿季：對，現在目前看起來是。"],["鍾委員佳濱：現在就是這樣子，屏東這次真的7月中一個，10月中一個。請問這次的救助項目什麼時候公布？"],["陳部長駿季：現在我們正在開專家會議，然後專家會議開完確認以後，最快今天質詢結束以後，我會回去簽，或者是明天早上一定會公告。"],["鍾委員佳濱：好。上周六你有陪同卓院長到我們的枋寮、佳冬，雖然你沒有到我的選區裡來，我還是陪同去了解，農民很關心一個問題，我上次受損有申請過救助，這次又受災可以再申請嗎？"],["陳部長駿季：這個要看你的作物是不是在同一個產期，如果是葉菜類的話，不在同一個產期是可以的，但是在同一個產期……"],["鍾委員佳濱：所以如果是短期作物，已經復耕就可以重複申請，如果短期作物受損還未復耕，就無法申請。"],["陳部長駿季：對。"],["鍾委員佳濱：但是長期作物，哪些品項可以申請？"],["陳部長駿季：現在目前我們正在重新去調整，過往都是採曆年制，曆年過一個年，現在我們希望在同一個產期不能重複領，不同產期就可以。"],["鍾委員佳濱：比如，我這次香蕉是延續上年度的，現在香蕉沒有收成了，然後我再重種，結果再來的風災損害了下年度要收的，是不是這個意思？"],["陳部長駿季：香蕉的部分，我們可能還要再去實際的處理，因為香蕉有新植、有新芽的部分，這個比較複雜，我們會……"],["鍾委員佳濱：對，屏東上一次就是香蕉受損最嚴重。"],["陳部長駿季：我知道。"],["鍾委員佳濱：我就繼續問下去，除了農損之外還有什麼？我請教署長，他比較了解，種香蕉的農民，為什麼有的一株香蕉配一支錏管（香蕉柱），有的兩株共用一支，你知道什麼原因嗎？香蕉柱知道吧？什麼原因？"],["陳部長駿季：有的是錏管，有的是竹管，竹管的可能比較弱。"],["鍾委員佳濱：有的兩株用一根，有的一株用一根……"],["陳部長駿季：最主要是防風。"],["鍾委員佳濱：對啦，其實農民都很節省，有時候他們兩株綁一根是為了省錢，結果這次我看到的，兩株綁一根的全都倒了，反倒沒有省到錢，如果一株香蕉綁一根錏管的，那樣反而比較不受損傷。所以，我這裡請部長要重視，其實農業設施的耐候性、抗候性很重要，有時候農民要省錢，反而全部都損失光光，你了解喔？"],["陳部長駿季：了解。"],["鍾委員佳濱：所以接下來我們來看一下，這次的資材損毀更嚴重，香蕉倒了可以再種，香蕉苗可以再買，但是整個網室、木瓜、苦瓜都掃光光，那個農業資材的損失更慘重，不是嗎？請問資材損毀要怎麼救助？"],["陳部長駿季：我跟委員說明，剛剛講的網子的部分，其實當天我在現場也有提到，雖然那是蓮霧的部分，因為過去的網子，你如果用比較粗網目的，一次颱風就破掉了；如果……"],["鍾委員佳濱：用比較好的材料就撐得比較久，對嗎？"],["陳部長駿季：對，所以我們有一個政策就是，你用比較強化的網室的話，我們可以把補助的金額拉高，引導農民到強化的……"],["鍾委員佳濱：這就對了啦！有時候要省錢反而全賠了，有時候多花一點，你用的設施耐候性比較強，反而可以保全……"],["陳部長駿季：對，我們往後會朝這個方向去做。"],["鍾委員佳濱：主席站起來了。所以我的訴求是對屏東災區要多一點點寬容，我把最後兩句講一下……"],["主席：30秒。"],["鍾委員佳濱：第一個，屏東縣全縣的農漁業納入天然災害的救助項目，請儘快來協助；第二個，補助資材的材料費用要往鼓勵農民給他誘因，強化採用抗候性較佳的資材，可以嗎？"],["陳部長駿季：這個就是我們現在要推的政策。"],["鍾委員佳濱：好，那就清楚地讓署長知道，將我們的政策表達出來，好不好？"],["陳部長駿季：是。"],["鍾委員佳濱：謝謝，感謝部長，感謝署長，感謝主席。"],["主席：謝謝鍾佳濱委員，鏗鏘有力，令人感動，謝謝，還抱病上場。"],["鍾委員佳濱：不是病，是傷。"],["主席：抱傷上場。下一位質詢的也是今天上午的最後一位，請謝衣鳯委員質詢。"]],"agenda":{"page_end":294,"meet_id":"委員會-11-2-19-4","speakers":["邱志偉","林岱樺","邱議瑩","呂玉玲","張嘉郡","張啓楷","鄭正鈐","陳亭妃","楊瓊瓔","陳超明","蔡易餘","鄭天財Sra
