14:47:28","會議名稱":"立法院第11屆第2會期經濟委員會第4次全體委員會議（事由：邀請農業部部長列席報告業務概況，並備質詢。）","id":155371,"gazette":{"lineno":1114,"blocks":[["徐委員富癸：（14時43分）謝謝主席！有請陳部長。"],["主席：請農業部陳部長。"],["陳部長駿季：委員好。"],["徐委員富癸：部長辛苦了！上個禮拜六，部長也有跟院長一起到我們屏東來勘災，我們屏東的情形很嚴重。"],["陳部長駿季：瞭解。"],["徐委員富癸：我想所有委員也都在關心這次農損的處理機制，截至目前為止，我們屏東縣的農損超過兩億，是全台最多的，面積大概將近1,900公頃，有二十多種作物受損，沿海養殖戶的部分有四千多萬元的損失，畜產部分也有大概600萬元的損失。就本席瞭解，我們屏東縣政府在10月6號已經把相關的資訊發文到部裡面，請教部長什麼時候可以來核定？"],["陳部長駿季：我想跟委員說明，屏東縣政府大概是在昨天傍晚將請求全品項免現勘的文送上來了，今天早上我們部裡已由次長召開專家會議，因為全品項免現勘一定要有專家會議去做確認，今天早上的會議結果，屏東縣的部分是農糧的事先處理，針對西瓜、木瓜、香蕉、番石榴、火龍果、檸檬、棗子跟蓮霧的部分是全縣、全品項免現勘，另外針對蔬菜類的部分也是免現勘的，還有一個是芝麻的部分。"],["徐委員富癸：這幾天我在跑行程時也聽到很多農民在關心，因為7月份的凱米颱風他們已經受損過一次了，好不容易再重新種植，但是這次又沒了，這要如何處理？"],["陳部長駿季：我想跟委員說明，如果他是在不同的產季，比如像葉菜類，之前因凱米颱風受損，復耕之後又種了，如果再遇到颱風的話，這個是可以再申請救助的。"],["徐委員富癸：現在大概是果樹類會比較麻煩。"],["陳部長駿季：果樹類的話，若是在同一個產期，依現在的規定是不能重複申請的，對這個部分，我想我們後續也會再做一些精進的討論，因為這個依現在的規定是不能重複申請的。"],["徐委員富癸：部長，因為農民也很辛苦，7月份好不容易已經重新整理園子一次，成本全都花下去了，這下子又來一次，可否考慮再放寬？"],["陳部長駿季：我想我們一定會從農民的角度來協助他們，但是相關的規定在那邊，我們不能逾越這個規定，所以我說後續我們會去檢討，特別是多年生的果樹之類，從原來的那個跨年度、同一個產區看看有沒有什麼樣的階段是可以做切割的，我們會來精進做這樣的一個作為，但是沒有辦法適用在這一次的天災。"],["徐委員富癸：部長那天在現場也看到，其實像蓮霧這些果樹會有一個延遲性的災害問題，就是現在看起來都好好的，但是可能過幾個月就沒辦法收成了。"],["陳部長駿季：所以這一次蓮霧的部分是免現勘的，只要他提出蓮霧的種植證明，就可以得到天然災害救助。"],["徐委員富癸：部長，另外我這邊也要求我們的水保署針對治山防洪的部分還有農水署針對灌溉溝渠的部分要強化，尤其是我們屏東縣非常需要這些基礎設施，兩位署長是不是可以答應？"],["陳部長駿季：其實我們在討論天然災害的時候，除了農作物以外，我們也會同步考慮到整個灌溉水路跟農路的部分，委員對這部分一直在叮嚀，我們在整個的檢討過程中，其實也針對農水路特別是灌溉渠道的部分，如果說有遇到這種豪雨造成坍塌的部分，我們會儘快的去修復。"],["徐委員富癸：針對上一次本席質詢有關黑鮪魚政策的部分，我覺得漁業署是糊弄部長也糊弄我們的漁民，也沒有一個正面的答復讓我們知道到底要怎麼處理，請在會後提供書面。"],["陳部長駿季：我們已經跟漁民討論好，而且已經公告在執行了，這個會後再提供資料給委員。"],["徐委員富癸：明年的配額部分也給本席一份資料，好不好？"],["陳部長駿季：好，我會提供資料給委員。"],["主席：謝謝徐富癸委員精準有效的質詢，部長請回座。","下一位請麥玉珍委員質詢。"]],"agenda":{"page_end":294,"meet_id":"委員會-11-2-19-4","speakers":["邱志偉","林岱樺","邱議瑩","呂玉玲","張嘉郡","張啓楷","鄭正鈐","陳亭妃","楊瓊瓔","陳超明","蔡易餘","鄭天財Sra
