Kacaw委員：部長，基金的用途訂得很清楚，當初本席有提案，但是沒有被接受，被輾壓，表決沒有通過，所以這裡面完全沒有原住民族的部分。但也不是不能做，還是可以，畢竟這裡面補助給地方政府，地方政府要怎麼去用，怎麼樣在你們相關的這些規定裡面去支應，可以往這個方向去努力嗎？"],["彭部長啓明：對，委員，第三條就是補助中央目的事業主管機關執行溫室氣體減量工作的事項，至於森林碳匯的部分可以透過這三項，我們來補助給原民會處理。"],["鄭天財Sra
