謝謝王委員下一位我們請劉建國委員發言"}]}}},"gazette":{"lineno":58,"blocks":[["王委員育敏：（12時57分）主席、各位委員同仁，大家好。國土計畫法原本是希望透過法令保護臺灣這片土地，不要再有濫墾的問題，但是這個法在明年4月30號要上路的同時，其實還引發非常多的爭議，主要是現在政府跟農民的溝通是完全不足的。以嘉義縣來說，它是農業大縣，翁章梁縣長已經送出了功能分區圖，但是所有嘉義縣的農民現在依然抗爭不斷、抱怨不斷，主要是這個執行的過程、劃設的過程完全沒有跟農民充分的溝通。嘉義縣是農業大縣，也是觀光大縣，嘉義縣有很多的山區，包括大阿里山地區，從阿里山、竹崎、梅山這些山區的地方，農民他們長期在這邊生活，他們仰賴的是觀光，他們仰賴的是種茶，他們仰賴的是在土地上面種植一些經濟作物，維持他們基本的生計，而今天政府強行要讓國土計畫法實施上路，這當中的溝通完全沒有到現場跟農民一對一的溝通，而他們劃設的標準，很多山區直接大筆一揮就變成是國土保育區，不准開發。請問完全限制開發，多數地方被限制為是國土保育區，農民的生計怎麼辦？嘉義縣的觀光怎麼辦？所以到目前為止，我還接收到非常多嘉義縣農民他們的抗議，他們一再的請託，希望國土計畫法要暫緩上路，不要影響到他們最基本的生計跟生存權。","所以今天國民黨提出了國土計畫法暫緩上路的提案，我們也看到民進黨現在也跟進了，就是呼應這樣子的主張，也提出了暫緩的主張。我們希望透過國會的力量，我們這一次先讓國土計畫法暫緩上路，然後讓政府單位必須彎下腰來跟當地的農民有更多的溝通。對於農民來講，土地是他們生活最重要的一部分，今天政府輕易的去劃設，讓他的土地不准作任何的開發，當然要跟農民作最充分的溝通。","所以從總質詢到現在，我的主張都是國土計畫法要暫緩實施，我們保障農民的生存權、生計權。謝謝。"],["主席：謝謝王委員。","下一位請劉建國委員發言。"]],"agenda":{"page_end":430,"meet_id":"院會-11-2-15","speakers":["韓國瑜","江啟臣","張啓楷","蔡易餘","柯志恩","陳冠廷","張嘉郡","陳亭妃","游顥","伍麗華Saidhai‧Tahovecahe","蘇清泉","王育敏","劉建國","徐富癸","鄭天財Sra
