各位會員大家平安國土計畫法的核心精神是要以全國性的視角引導土地的使用避免過度破碎化同時要兼顧發展以及環境保護\n而這次會引起這麼多的爭議就是因為在缺乏配套措施的狀況下也沒有充分的溝通若貿然的去進行劃設將會衝擊台灣的農業長期發展也衝擊到許許多農民辛苦的權益這樣一來就喪失了國土計畫法原本的美意\n不周延的國土計劃法不應急救張請中央正視並消除民眾的疑慮目前以中央規劃的國土計劃法明年四月上路內政部強烈要求各縣市年底送交國土計劃分區土而台東縣\n也在期限內完成不過我們也收到了高達2912件相關的承請案件而在這2912件的承請案件中高達7成單身自家被化身成農業發展分區卻未列入第4類的鄉村聚落後土地使用將受限\n另外有兩成的民眾不清楚各國土分區的土地容許使用規定無法確認對自身權益的影響除此之外台東縣多達184個人住民部落\n部分面臨居住腹地不足建物無法合法化的問題有的鄉親則散居在部落範圍以外居所將被化為國土保護地區當中衍生所有的問題引發所有民眾的焦慮而這次的修法就是要避免國土計劃法倉促上路一定要中央地方充分的溝通相關配套措施及執法也要一併盡快完成才可以守護全民的權益\n確保台灣農業未來穩健的發展以及整體國土規劃引導城鄉發展也希望我們在場所有的委員能夠來支持這次的修法結束
