林倩琦委員請準備"}]}}},"gazette":{"lineno":1,"blocks":[["張委員智倫：（9時）院長、各位同仁、各位媒體朋友，大家早安、大家好！今日備受各界關注的超思雞蛋案再掀波瀾，超思是一家資本額50萬的1人公司，卻拿政府1.75億的補助，還接了7億的大訂單。進口雞蛋的過程疑似有不法行為，包含標示不實、來源不明等問題，使大量進口問題雞蛋流入市場，重創國人對食品安全的信心，讓消費者無法辨識雞蛋的真正來源，許多家庭也擔憂自己是否無意間食用了這些問題的蛋品。然而，令人震驚的是，當時超思涉案的官員雖然降調職位，但時隔兩年卻在今日調升為單位的副首長職位，本席不禁想問，是否風頭過了，就完全不顧人民的感受及怒氣？不僅未被追究責任，反而在事發後獲得升官，這樣的作法，賴總統您吞得下去嗎？民進黨政府所謂的問責機制、責任政治，難道只為顏色，不問對錯嗎？","舉例來說，2023年超思弊案被調職的畜牧司長張經緯，2025年調升為防疫署副署長；2014年高雄氣爆案下臺的副市長吳宏謀，2016年調升為工程會主委；2019年私菸案緩起訴的警衛室主任張捷，2021年調升為國防大學副校長，由此可見，民進黨執政下，只要官員顏色對了，即使被降職，蹲個兩年就會再高升，好像什麼事情都沒有發生過，難道綠色就是原諒的顏色嗎？","本席必須嚴正指出，官員在職責範圍內的任何疏失應該受到公平、公正的調查以及處置，而非在弊案或醜聞暴露後，沉澱一段時間後又能受到調升，這樣子的官場文化，不僅無助於恢復人民對政府的信任，反而讓外界質疑是否政府有上下交相賊，有更多不為人知的黑箱、黑幕呢？本席將會與專家學者就公務員升遷法相關條文，檢視現有的升遷機制，建立合乎誠信廉能的考核標準。政府官員的升遷應在在職期間內以其表現、施政成效為依據，本席將持續監督超思弊案，絕對不讓此案石沉大海，謝謝。"],["主席：謝謝張智倫委員發言。","接下來請麥玉珍委員發言，林倩綺委員請準備。"]],"agenda":{"page_end":104,"meet_id":"院會-11-3-3","speakers":["韓國瑜","張智倫","麥玉珍","林倩綺","許宇甄","洪孟楷"],"page_start":101,"meetingDate":["2025-03-04"],"gazette_id":"1142402","agenda_lcidc_ids":["1142402_00004"],"meet_name":"立法院第11屆第3會期第3次會議紀錄","content":"國是論壇","agenda_id":"1142402_00006"}}}
