現在我們進入討論事項第六案"}]}}},"gazette":{"lineno":9,"blocks":[["郭委員國文：（12時35分）主席、各位同仁。民眾黨的提案就其內容來看基本上是聊備一格、為時已晚，老實說是收割的法案。我不曉得張啓楷先生到底去過災區幾次，但是我清楚知道黃國昌去了一次、謝龍介去了兩次，黃國昌去了一次是分了一個哨子給災民，我不曉得這個哨子的代表用意是什麼？","其實就災民來說，在0121發生的第一剎那，我們其實有邀請行政院長南下，當初要比照0403的原則早已確立。而在整個救援的過程當中，最需要物資的，不論是棉被、禦寒的衣物或者需要熱食度過那個難關，其實我們在第一線，不論是民進黨的公職、中央或地方都一起共同來努力，這些過程當中是最難熬的一個階段。","寫文章是最快的，出一張嘴皮子也是最快的，想要收割的心態也是最廉價的。","但過程當中，除了救援階段，還有包括復興的部分，在復興的階段當中，我們看到多少公共建築、運輸需要去處理，不論是農會的部分，還有農損的部分，中央部會下去了幾次，張啓楷先生知道嗎？行政院長去了兩次，知道嗎？賴清德下去一次，知道嗎？行政院政委去了好幾次，你知道嗎？教育部的人員在我們的要求之下去了幾次？教育委員會也下去進行會勘。包括學校的重建、包括市場的重建、包括農會的重建，一一都在中央的進行當中；包括低利貸款、包括租屋的補貼，早都已經通過，你還再去寫這個決議文！甚至災害準備金根本不可能用在私人的住宅上面，你還寫在這個決議內容當中，完全不清楚狀況，只是想要來做收割而已。","最重要的是後面要如何讓整個災區能夠振興，不論是觀光的振興或農業的振興，這才是我們需要努力的地方。如果民眾黨有興趣的話，後面地政法的修法是我們可以共同努力的地方，以上，謝謝。"],["主席：謝謝郭國文委員的發言。","報告院會，現在我們進入討論事項第六案。","六、本院台灣民眾黨黨團擬具公投提案主文為：「您是否同意第三核能發電廠經通過整體安全評估後，恢復繼續運轉？」請公決案。"]],"agenda":{"page_end":82,"meet_id":"院會-11-3-8","speakers":["韓國瑜","張啓楷","郭國文"],"page_start":79,"meetingDate":["2025-04-18"],"gazette_id":"1143701","agenda_lcidc_ids":["1143701_00002","1143701_00003"],"meet_name":"立法院第11屆第3會期第8次會議紀錄","content":"本院台灣民眾黨黨團，建請院會作成決議：「一、『0121嘉義大埔地震』對嘉義、台南地區造成\n嚴重衝擊，災後重建刻不容緩。中央政府各部門應秉持『從寬、從速、從簡』原則，積極協助受\n災居民，特別是在租金補貼、弱層補強、拆除重建等方面提供適當資源，確保災區居民得以迅速\n恢復正常生活。二、目前針對受損建築之評估主要依據結構技師對房屋主體結構（樑柱）之勘查\n結果，導致部分受災戶無法獲得應有之補助。然而，許多受災房屋雖樑柱未受嚴重影響，但牆\n體、樓梯等關鍵結構已出現明顯龜裂甚至崩塌，影響居住安全。因此，中央政府應積極會同地方\n政府主動輔導民眾辦理建築物耐震能力初步評估及弱層補強經費補助，針對耐震能力不足之結構\n提供補助與技術支持，以提升建築物抗震能力，降低未來災害風險。三、目前紅黃單之補助辦法\n缺乏統一標準，特別是連棟透天厝因共同柱結構問題，導致部分住戶難以進行整排重建。例如，\n若相鄰住戶分別被貼紅單與黃單，紅單戶可獲得重建補助，而黃單戶則無法受惠，進而影響整體\n重建進程。因此，政府應檢討紅黃單認定標準，使連棟透天厝住戶能夠獲得公平且一致之補助，\n以利重建作業順利推動。四、目前多數紅單房屋已進入都市更新及危險老舊建築重建程序，並可\n透過容積獎勵機制降低重建負擔。然而，對於無意願參與危老或都市更新計畫之災戶，應比照\n『0403花蓮地震』模式，制定『0121嘉義大埔震災復原自用住宅重建補助方案』。該方案應以原\n地原容積興建成本之85%作為補助基準，並設立上限，並於兩個月內完成相關辦法之訂定，以確\n保受災居民能及時獲得援助。五、針對已認定為紅單之毀損房屋，其拆除、運輸及去化費用，應\n依法由地方政府優先動用災害準備金支應，倘若地方財政無法負擔，則由中央政府全額補助，以\n確保拆除作業順利推動，減輕地方財政壓力，並加速災區復原進程。」是否有當？請公決案─通\n過─","agenda_id":"1143701_00007"}}}
