拜託謝謝鍾嘉斌委員的發言抱怨會在議場二樓旁聽的來自台北市東山高中的同學們我們掌聲歡迎"}]}}},"gazette":{"lineno":686,"blocks":[["鍾委員佳濱：（11時14分）主席、在場委員先進，我們今天要處理的特別預算是什麼樣的標題跟主題呢？大家請看，是為了因應國際情勢，國際情勢最近產生什麼變化呢？第一，美國的關稅政策對全世界的貿易大國都產生了衝擊，但是難道只有這一項嗎？不，還有包括近來中國對臺灣的施壓、滲透、威脅日益明確，而且在美中貿易衝突當中，臺灣也受到更嚴重的波及。為了因應美國的關稅談判，因應中國的進逼，尤其不要忽略，甚至連我們臺灣的政黨，中國國民黨黨主席選舉中共都要介選，因此，為了因應這樣的國際情勢，我們要強化經濟社會及民生國安韌性，普發現金我想全民都期待、朝野都支持，我們也希望在美國關稅造成的衝擊之下，讓人民安定、讓社會大眾可以有一個小確幸。但是我們也不要忽略，這一大筆預算當中不是只有普發現金1萬元，還有要強化我們的國安韌性，我們絕不容許中共介選的方式在臺灣發生，包括我們要強化海域的巡防；包括我們要強化整個災害防救的因應，因此這當中的許多預算，我們也呼籲在野黨千萬不要因為對於彼此在政策立場的差異而損及到人民的權益。譬如說，在這預算當中，包括撥補全民健康保險基金跟勞工保險基金；包括讓農民可以設置冷鏈，讓產地準備要外銷美國市場的農產品可以得到保存；包括在這一次，不管是丹娜絲還是樺加沙的風災當中，我們看到社區防災的設備需要充實，舉凡種種包括剛剛在野黨所說的普發現金1萬元，受到經濟衝擊的勞工要怎麼樣去尋求政府的支援，都需要政府充分地宣導，大家沒有看到嗎？普發現金好多的訊息都是詐騙訊息，我們難道要讓社會大眾受到詐騙訊息的侵害嗎？因此，我們在這裡也呼籲在野黨要支持相關部會，針對勞工、針對農民、針對大眾，我們對於包括普發現金在內，政府相關的照顧措施要給足足夠的宣傳經費，讓人民免於被詐騙侵襲、讓人民免於被假訊息侵擾，所以我們在這裡懇請朝野一致支持普發現金1萬元，還有支持政府照顧人民的各項預算，拜託！"],["主席：謝謝鍾佳濱委員的發言。","報告院會，在議場二樓旁聽的是來自臺北市東山高中的同學們，我們掌聲歡迎。","接下來請登記最後一位馬文君委員，請發言。"]],"agenda":{"page_end":356,"meet_id":"院會-11-4-5","speakers":["韓國瑜","張啓楷","鍾佳濱","馬文君","陳培瑜","翁曉玲","林國成"],"page_start":35,"meetingDate":["2025-10-17"],"gazette_id":"1148001","agenda_lcidc_ids":["1148001_00002","1148001_00003"],"meet_name":"立法院第11屆第4會期第5次會議紀錄","content":"討論事項\n中央政府因應國際情勢強化經濟社會及民生國安韌性特別預算案─完成三讀─","agenda_id":"1148001_00003"}}}
