bubble很相似，提醒要……"],["賴委員士葆：全球金融市場未來會bubble嗎？"],["楊總裁金龍：有些時候我就在想，理論上金融市場本身會自我調整，但是這一句話後來印證是不對的，理論上都說金融市場會自我調整，但是到最後，你看看2008年，它就整個crash下來，它沒有自我調整，dot-com也是一樣，它也沒有自我調整，所以Alan Greenspan有句名言，就是「非理性的榮景」，因為非理性榮景，所以市場不會自我調整，我們要說市場是理性的……"],["賴委員士葆：現在是不是非理性的榮景？"],["楊總裁金龍：呵！呵！呵！我們只能說用……"],["賴委員士葆：你不敢說？"],["楊總裁金龍：用以前的來稍微做……"],["賴委員士葆：換句話說，如果理性的自我調整，叫做軟著陸，非理性的就crash，就是硬著陸，是 hard landing，對吧？"],["楊總裁金龍：是，沒錯。"],["賴委員士葆：好，我們再看一個，specifically來講、具體來講，日本負利率要結束了，supposedly日幣要漲了，會不會？"],["楊總裁金龍：基本上短期間可能會反映，就是可能結束負利率，但是負利率是短期的，長期它還是寬鬆，相較美國，它還是寬鬆，只是它把它的Yield Curve Control，就是10年期的0%……"],["賴委員士葆：請問你，結束掉它的負利率，對日本的經濟復甦有沒有幫助？"],["楊總裁金龍：所以這個就是它非常謹慎的地方……"],["賴委員士葆：有沒有幫助你告訴我。"],["楊總裁金龍：應該是說，它認為它已經sustainable、很穩定的成長了以後，才會結束它的負利率。"],["賴委員士葆：按照這樣的邏輯，supposedly日本的經濟會好起來吧？比以前好吧？"],["楊總裁金龍：當然，以目前來講的話是，所以……"],["賴委員士葆：好，我們來看喔，美國過去大力升息，請問美國現在基本利率多少？"],["楊總裁金龍：基本利率是5%到……"],["賴委員士葆：5%，那我們的基本利率多少？"],["楊總裁金龍：我們大概將近2%。"],["賴委員士葆：將近2%，他們是5點多，過去因為美國要打通膨，拚命升息，臺灣不太升，現在大家預估美國FED大概6月份會降息，可是相對的，臺灣因為電價要漲，在我們的CPI居高不下的情況下，臺灣可能會升息，你要不要跟我們講一下、開示一下？"],["楊總裁金龍：我剛剛也有稍微談到這一點，臺灣要謹慎，第一，雖然我們現在是2%，但是如果電價上漲的話，就中央銀行的觀點，我們上一次估測的通膨率是比主計總處還高，差不多是1.9%，如果電價一上漲，恐怕就會突破2%，喔！一定突破。除了這個2%，2%左右……"],["賴委員士葆：可是2月份的CPI已經到3%了，不是嗎？"],["楊總裁金龍：對，就是2%左右是沒有錯，但是我們要想喔！我們要想我們的通膨率，你看看前幾年是1.97%、2.95%、2.58%、2.49%，然後現在又超過2%，那明年呢？也就是說通膨如果超過2%太長的話，那麼通膨的預期心理就會很強烈，以後要把通膨再打下來就不大容易了。"],["賴委員士葆：你現在是講2%，我剛已經提醒你了，2月份已經3%了咧！"],["楊總裁金龍：是，但是2月份……"],["賴委員士葆：3%你緊不緊張？"],["楊總裁金龍：3%是因為節日的關係，因為春節的關係，所以1月跟2月兩個除起來，大概是2.43%。"],["賴委員士葆：2.43%是高的喔！"],["楊總裁金龍：對，2.43%還算高啦！"],["賴委員士葆：所以可以這麼講，楊金龍總裁心裡的 CPI防線大概就是2%到2.5%之間，是不是？你能夠忍受的大概是這樣子，是不是？"],["楊總裁金龍：當然，我剛剛也有講……"],["賴委員士葆：穩定物價很重要，你的職責啊！穩定物價是央行的責任啊！"],["楊總裁金龍：是，沒有錯，這個沒有錯。"],["賴委員士葆：是啊！"],["楊總裁金龍：穩定物價是中央銀行的一個職責。"],["賴委員士葆：所以我可以這樣進一步推論，如果臺灣的 CPI長期到2.5%以上的話，我就講長期，也就是說拖個幾個月，差不多央行就要升息了，要不然控制不了，可以這樣講嗎？"],["楊總裁金龍：我們會謹慎啦！"],["賴委員士葆：可不可以這樣講？"],["楊總裁金龍：我跟委員報告，我們會謹慎討論這個問題，下個禮拜四我們會謹慎……"],["賴委員士葆：但是傾向於同意我的話，這句話可以嗎？"],["楊總裁金龍：呃，應該是幾乎差不多啦！"],["賴委員士葆：差不多啦！差不多就是我講的這句話啦！"],["楊總裁金龍：我的意思是說，臺灣的通膨率如果發生了結構性的改變，那麼中央銀行對於利率的……"],["賴委員士葆：電價上漲10%以上，會不會產生結構性改變？"],["楊總裁金龍：如果純粹只有電價……"],["賴委員士葆：電價漲10%？"],["楊總裁金龍：那也不一定啦！"],["賴委員士葆：不一定？"],["楊總裁金龍：因為剛剛已經……"],["賴委員士葆：電價帶動萬物齊漲，怎麼會不一定？奇怪！這個結構性已經改變了啊！"],["楊總裁金龍：剛剛我講到兩個重點，第一個重點是通膨的預期心理；第二個，一個是螺旋式的，也就是說……"],["賴委員士葆：好啦！我時間沒這麼多，請你簡單回答，電價上漲不會改變CPI結構，這是不是你的意思？"],["楊總裁金龍：應該是不會，應該是不會。"],["賴委員士葆：不會喔？"],["楊總裁金龍：不會。"],["賴委員士葆：會啦！怎麼不會，看漲多少啦！如果漲20%，你看看！漲20%看看，怎麼不會！"],["楊總裁金龍：所謂的結構性改變，就誠如我剛剛說的，我們長期時間都差不多是平均1%，但是以後……"],["賴委員士葆：電價漲上去，長期就不會跌啊！"],["楊總裁金龍：不是，那個結構……"],["賴委員士葆：來！來！我時間不多……"],["楊總裁金龍：不是，那個是暫時性的結構改變，而不是長期性的結構，我所說的結構是長期性的……"],["賴委員士葆：好啦！你私底下再給我一個什麼叫長期性結構的說明。來！我再問你一個，這個委員很關心，媒體也很關心，我們的eID、數位身分證，政府好高興喔，說東元要charge
