Kacaw委員：部長好。今天審查植物診療師法，在你們的報告裡面也特別提到近年全球氣候變遷，造成植物病蟲害改變相關的這些防治，還有怎麼樣能夠符合消費者安全要求的這個部分，所以基本上如果從你的報告裡面，植物診療師指導田間作物栽培及病蟲害整合性的管理，這個主要的目的，這是其中的部分，行政院107年審查植物醫師法，這是當初草案的名稱，經過幾次的討論，最近的名稱還是要改為植物診療師法，是這樣嗎？"],["陳部長駿季：是。"],["鄭天財Sra Kacaw委員：從名稱的改變是其中之一，但是你們從107年到現在，這麼多年，112年也就是去年，10月又重新送行政院，到底行政院的態度還有考量的是什麼？為什麼一直到現在還沒有完成這個草案，送到立法院？"],["陳部長駿季：我跟委員說明，行政院還沒有送到院會，有一部分責任我想是我們農業部該負責的，就是沒有更積極地去做一些溝通，因為行政院待送的法案是非常多的，我想我們以後會改進。"],["鄭天財Sra Kacaw委員：事實上是這樣，當然政務委員不多，但是一個政務委員負責相關的部會，如果以農業部來看，負責的政務委員跟其他的政務委員……所以也不會是政務委員來不及、沒有時間審、要排審很多法案，因為我們看在520之前，行政院雖然是看守內閣，但是還是通過了不少的法案，何況這種跟政治比較沒有特別的牽連。"],["陳部長駿季：不過我想跟委員說明，當初行政院在520之前，在溝通的時候，我們最重要的是希望法案過了以後，是大家都能夠滿意，所以因為這個法案牽扯到非常多的利害關係人，包括農民、包括農藥販賣業者、包括其他的技師，所以我們是希望有更好的溝通，大家取得共識以後，在法案的推動未來會更順暢，所以有一部分的原因，在之前是希望我們能夠更明確的溝通，讓外界都能夠認同這樣的法案，對於法案以後的執行會更有效率。"],["鄭天財Sra Kacaw委員：好，還是要積極的溝通。"],["陳部長駿季：是。"],["鄭天財Sra Kacaw委員：我們看今天的草案，最主要是怎麼樣去解決農民的問題。"],["陳部長駿季：對，這是最終的目標。"],["鄭天財Sra Kacaw委員：對，最重要的。所以像農作物怎麼樣去搶救，有診療師的話是不是就可以有這樣的成果？"],["陳部長駿季：對，因為診療師能夠判斷什麼時候用藥是最有效的防治，那個時間點非常重要，特別是在區域防治的時候，更能夠凸顯它的效果。"],["鄭天財Sra Kacaw委員：當然我不知道你們未來的草案如何，你認為植物診療師有沒有需要這些相關的學歷，或者是說他所念的科系，一般很多都是有這個科系……"],["陳部長駿季：植物診療師基本上就是針對植物病蟲害的專業知識，但是針對病害有一部分可能是生理病害，所以他對於整個土壤跟栽培，還有相關這些基本的農業背景，他是需要有這樣的背景才能去參加這樣的考試。"],["鄭天財Sra Kacaw委員：所以這個部分是一個考量啦！"],["陳部長駿季：是。"],["鄭天財Sra Kacaw委員：好，我們就以我國外銷至大陸的大宗農產品，有文旦、鳳梨釋迦、柑橘類等等，像這樣的一個……因為這幾年被禁止銷往大陸，然後相關的因素，我們就以他們實際所報導出來的因素來說，植物診療師有沒有幫助？"],["陳部長駿季：我想在田間管理絕對是有一定的幫助，因為以鳳梨釋迦來講，鳳梨釋迦本身這些粉蝨類的部分，在採收之前適當的防治，針對鳳梨的部分，鳳梨本身現在有一些蛾類，蛾類一定要在開花之前就要做噴藥的動作，這樣的話，透過植物診療師協助的時候，他能夠更精準的用藥，因為像鳳梨一旦開花以後，葉蛾類就非常非常難去……就算你噴再多的農藥也不好防治，所以精準用藥是植物診療師的專業，能夠協助農民。"],["鄭天財Sra Kacaw委員：譬如說像文旦，文旦我們是大宗，所以也會有幫助嗎？"],["陳部長駿季：對，都會有幫助。"],["鄭天財Sra Kacaw委員：所以這個部分要趕快定，定出來的話，如果經過我國考試取得植物診療師的證照，經過證照合格所檢驗出來的，OK了沒有問題的，最起碼對岸也就不能隨便找理由，所以這個部分要趕快定出來。"],["陳部長駿季：會，我們會加強努力。"],["鄭天財Sra Kacaw委員：這個部分只要是對農民有幫助的，更應該要去加強處理。","當然，這個還是要提一下，地震之後，你們要推出花蓮農產品的優惠券，現在進度怎麼樣？"],["陳部長駿季：現在我們已經做了這些相關的規劃，大概都已經差不多了，所以應該是7月1號開始啟動。"],["鄭天財Sra
