到2歲的小朋友，或者是6歲之前可以有比較好的作法，這部分從去年7月開始就在公立跟非營利的幼兒園開始做定點的試辦臨時照顧服務模式。我們也看到在今年的預算書裡面有編列定點臨托所的預算，可是具體的目標、量能，還有執行的狀況，到目前為止，有沒有讓民眾可以瞭解的初步成果？"],["呂次長建德：非常感謝委員的指教，我想定點臨托確實是很多家長共同關心的議題。我先簡單講兩個數字，第一、因為0到2是我們的部分，等一下我再請教育部補充，我們全國的定點臨托，目前總共是158處，這裡面我們鼓勵地方政府結合既有的社福設施，包括社福中心、親子館、婦女館、社會住宅趕快擴增，也跟委員報告，我們到年底會再增加26處。這邊是不是也請教育部就教育部的部分跟委員回復一下？"],["許副署長麗娟：跟委員報告，這幾年我們大量在做的應該是增加2歲專班，定點臨托的部分，我們從去年開始試辦，目前全國有54個點在提供服務，目前為止每個月參與的人次大概是五百多。以上。"],["王委員正旭：這樣加一加大概也不到200個據點。"],["呂次長建德：是的，還是要……"],["王委員正旭：全臺灣有這麼多的需求，執行上如何再跟地方政府做更重要的掌握跟進度上面的處理，這部分可能還要再加強。"],["呂次長建德：確實，我也認為應該還有提高的空間。"],["王委員正旭：我們也瞭解了一下，目前發現新北也有一些臨托的服務，可是基本上就是相對比較不足，而且他們是要在3天前提出臨時的需求，這個根本就不符合臨托的精神，對不對？"],["呂次長建德：沒錯。"],["王委員正旭：我們剛才有談到，都是突然有需要，如果3天前可以安排，我就不用叫臨時托育，所以這部分可能需要來加強。都會區如果都有這樣的問題，我們也知道偏遠地區、縣市，包括我們召委的屏東，可能也有這些困擾，這些地方都很需要。另外我們也看到臺中市的部分，次長以前在臺中服務對吧？"],["呂次長建德：對，我之前是在臺中市。"],["王委員正旭：臺中市總共有幾區？"],["呂次長建德：總共29區。"],["王委員正旭：你知道29區裡有幾個據點嗎？"],["呂次長建德：6個。"],["王委員正旭：你看1個區都不到1個，那麼大的地方，還是人口密集的地方。"],["呂次長建德：這個我想媽媽市長應該會非常關心，我們也會來責成他趕快來推動。"],["王委員正旭：媽媽市長……當地的這些議員同仁，大家互相要求啦！"],["呂次長建德：對。"],["王委員正旭：因為我們也知道，其實年輕人真的是不方便。我們的瓊瓔委員也在現場。"],["楊委員瓊瓔：有，我們本來就全力啊！"],["呂次長建德：對。"],["王委員正旭：對，我們希望真的是中央要有政策，地方也能夠共同來配合，因為這對我們相關的民眾來講都非常重要。另外，這個服務的模式其實也需要網絡的設計，還有網頁的設計要更親民、更方便。"],["呂次長建德：沒錯。"],["王委員正旭：以新北為例，現在就是需要兩天工作天，利用線上、電話、現場預約，這個服務量已經被利用到多少？如果不夠親民，或是沒有讓民眾知道的話，其實執行起來困境很大。"],["呂次長建德：是，沒錯。"],["王委員正旭：這部分我們也希望，中央既然訂了政策，大家一起來努力，才能把這個事情做好，這是我們目前看到的一些困境。比對我們的好鄰居日本，人家有24小時的耶！我們只是臨時托育一下而已，這些從事夜間服務的家庭們，如果有夜間服務的需求該怎麼辦？日本人有在做，我們也可以看看日本有什麼好政策啊！這部分不知道我們有沒有去學習過？"],["許副署長麗娟：目前如果各幼兒園在提供服務上，只要是人手充裕的話，他們要實施夜托，目前在法制上都有提供空間。"],["王委員正旭：是，法制上有。我們再來看，其實臺南有這樣做，還有高雄市前金區的大同社會住宅裡面，前一天晚上8點的時候幼兒可以入住，隔天早上再讓家長帶回去，所以不是沒有人做。如果當作標竿學習，各個不同城市的需求把它設計出來，希望大家學習好的榜樣，這樣才能讓社會更進步。"],["呂次長建德：高雄這個確實是很值得我們來推廣，謝謝。"],["王委員正旭：所以今天這部分，其實我們有一些政策上的建議，包括這五大點，也麻煩部裡和署裡來參考，包括臨托定點的設置要更積極來協調；再來就是全國各縣市的臨托資訊要公開，要有一個平臺，這個平臺要能夠順利的讓民眾在有需要的時候可以掌握相關的狀況，當然這個需要宣傳，雖然我們的一些費用好像被統刪、統凍，不過這個宣傳還是需要，不然民眾不知道有這個好的服務。"],["呂次長建德：確實，我們很多媒體宣傳基本上也是希望把好的政策還有這些福利報給我們民眾知道，所以我想也請大院能夠來支持我們的媒體宣傳，擴散我們這些福國利民的政策。另外我跟委員簡單報告一下，有關托育媒合的平臺，本部已經在上半年把臨托據點納入，我們會趕快來加強宣導，謝謝。"],["王委員正旭：還有假日的部分和申請時間要更有彈性，希望能夠三個月內給我們一份報告，方便嗎？"],["呂次長建德：這個……"],["王委員正旭：這些政策上的建議看能不能研議，給我們一份資料，看大家的進度掌握的狀況。"],["周代理署長道君：因為我們預計是在上半年可以把這個訊息公布的平臺做出來，如果委員這邊可以接受，我們是不是在上半年，即6月底的時候，我們把整個平臺操作的狀況，把資料提供給委員做一個報告。"],["王委員正旭：好。再來就是2歲專班，再給我一點時間，因為教育專家說0歲到2歲就是讓孩子平安長大，3歲以上才是進入到神經發育快速的成長期，所以2到3歲在照顧上好像就有一點困境，其實卓院長也希望讓年輕人能夠敢生樂養，2歲專班要增設200班，目前不知道執行的狀況如何？"],["許副署長麗娟：整體公共化的部分，我們這幾年增加了3,699班，其中2歲的部分已經增加了1,160班，今年還會再增加100班，去年也已經增加了將近200班，所以院長所提的方向，我們有持續在進行。"],["王委員正旭：太好了！相信在這樣的執行之下，這群2歲到3歲的小朋友們就可以順利地得到大家的照顧。","最後我們也希望，未來幼兒園的師生比可以有效地得到一個好的掌控，我們目前訓練了那麼多的人才，又能夠教育我們的小朋友們順利成長，請大家繼續來努力，謝謝。"],["呂次長建德：感謝委員，謝謝。"],["主席：謝謝王正旭委員，謝謝次長。你的意思是出生就可以去幼兒園了嗎？"],["王委員正旭：對，出生就可以去托嬰中心到2歲。"],["主席：不用錢的？"],["王委員正旭：對，公托，你有需要？"],["主席：我孫子啦！謝謝。","我們接續請羅廷瑋委員質詢。"]],"agenda":{"page_end":120,"meet_id":"委員會-11-3-26-4","speakers":["蘇清泉","陳昭姿","林月琴","陳菁徽","王育敏","盧縣一","黃秀芳","劉建國","邱鎮軍","廖偉翔","涂權吉","林淑芬","王正旭","羅廷瑋","楊瓊瓔","洪孟楷","張雅琳","楊曜","李坤城","麥玉珍","陳瑩","鄭正鈐","黃捷","林德福","陳培瑜"],"page_start":1,"meetingDate":["2025-03-27"],"gazette_id":"1143301","agenda_lcidc_ids":["1143301_00002"],"meet_name":"立法院第11屆第3會期社會福利及衛生環境委員會第4次全體委員會議紀錄","content":"邀請衛生福利部、勞動部、國家發展委員會、教育部、法務部針對「少子女化衝擊，如何營造\n友善托育環境」進行專題報告，並備質詢","agenda_id":"1143301_00001"}}},"supported_relations":[],"relations":[]}
