謝謝嘉賓"}]},"gazette":{"lineno":543,"blocks":[["鍾委員佳濱：（10時30分）主席、在場的委員先進、列席的政府機關首長及官員、會場工作夥伴、媒體記者女士先生。有請財政部莊部長，經濟部跟農業部的江次長和杜次長。"],["主席：是，三位長官。"],["莊部長翠雲：委員好。"],["鍾委員佳濱：部長好、兩位次長好。小時候聽過一個說法，說媽媽總是疼兒子，有一個阿婆的大兒子在擺地攤，小兒子在賣雨傘，他每天都愁眉苦臉，人家問他為什麼，他說好天氣時，他就擔心小兒子的雨傘賣不出去；下雨天，大兒子就沒辦法擺攤了。人家說你要轉念，你要說天氣好的話，你要想擺地攤的生意好，萬一下了雨，賣雨傘會有人買。部長，你會怎麼想？"],["莊部長翠雲：謝謝委員，我想委員的意思就是，其實國際政經情勢的變化是一直存在的，也就是面對變化的時候，我們就要正面的來回應……"],["鍾委員佳濱：你這樣的回答好像我是在心海羅盤。我在問的就是關稅到底是出口影響還是進口影響，我們現在搞不清楚。我們看一下，高關稅暫緩，結果科技業本來擔心會被課稅，現在出貨潮，搶單、要搶船，有沒有這種情況？90天趕快把貨出一出，不曉得90天後會不會提高關稅。部長，是不是這樣？"],["莊部長翠雲：對啊！有關貨的情形。"],["鍾委員佳濱：我們屏東的農漁產也是這樣子，剛剛賴委員擔心蘭花賣不出去，我們要擔心我們的鬼頭刀出不去，現在是怎樣？搞不好可以跟我們買多一點，要金融支持。部長，是不是這樣子？"],["莊部長翠雲：是，金融支持。"],["鍾委員佳濱：好，所以金融支持。台灣出口產業資金需求大增，你看看，本來超高關稅暫停訂單，又說暫緩90天，大量訂單湧入，於是要採購原料、產能全開。需不需要資金？"],["莊部長翠雲：當然是需要的。"],["鍾委員佳濱：好，我的問題是，是否已經掌握台灣各產業受美國對等關稅展延90天的影響現況，以及各產業資金緊急需求能否及時到位？有沒有把錢，子彈、銀彈準備好了？如果它擴大融資能來得及嗎？"],["莊部長翠雲：跟委員報告，這個部分對於各產業的影響，我們都一直在關注，而且也跟他們座談，對於資金的部分也會準備。"],["鍾委員佳濱：你們準備好了？"],["莊部長翠雲：也都會準備。"],["鍾委員佳濱：好。880億本來是因為遇到什麼出口出不去的，它訂單被取消，它的融資會斷，現在是它要搶單，要趕快有錢去買貨，是不是這樣？好。目前我們看到嚴防中國製品透過供應鏈由台灣銷美國，美國都在防，現在美國跟中國加徵145%，它不能進來，很擔心透過台灣再過去，是不是這樣子？所以今天都問洗產地的事情。","我們來看過去怎麼做，在2018年川普1.0之前，台灣有關鍵零組件，利用中國東南沿海其他的零組件和他內地便宜的勞動力，然後銷往美國，但是川普1.0之後開始調整了，首先越南就起來了，越南有便宜的勞動力，但是在我們半導體電子產業的部分，崑山、蘇州、上海這邊的生態系很難把零組件移過來，所以用貨運的方式到越南，關鍵零組件從台灣去，然後在越南組成後出口到美國，這是這幾年發生的情況。但是台灣也有因應，台灣因應了什麼？自貿港。自貿港是叫境內關外，什麼意思？江次長，自貿港是什麼意思？"],["江次長文若：也就是在自貿港區，因為它沒有進入到台灣本島，所以它直接在自貿港區進行相關的加工，直接出口。"],["鍾委員佳濱：是的。剛剛吳秉叡委員有問到，你看2024年兩岸海運直航櫃量300萬破新高，大量中國來的貨物來到我們的自貿區，然後加值35%，就成為台灣出口到美國的，這就是自貿港，美國防不防？防！我們來看一下桃園航空自由貿易港區，自貿區2024年3兆貿易值，桃園貢獻2.4兆，但是裡面還有電子、生醫、自行車，2025年還要成立一個智慧車輛園區，但是這裡面有提到什麼？經濟部在過去根據自由港的條例第十六條，輸往歐盟、英國和美國的自行車、電動輔助自行車、鋁製輪胎圈、部分鋼鐵產品應先行核准。本來自貿區你怎麼來，我不管你，我加值35%之後，我就銷美國。為什麼這些東西要先告訴我？因為對方要知道到底你們這些是台灣自己做的，還是從中國來的。次長，自貿區是不是人家也在防？"],["江次長文若：跟委員說明，我們現在對於自行車還有工具機需要輸往……"],["鍾委員佳濱：我的問題是自貿區人家是不是也在防你？"],["江次長文若：是。"],["鍾委員佳濱：所以川普2.0怎麼樣呢？川普2.0，這套自貿港的方式沒有用了，剛剛吳委員問得很清楚了，只要成分超過三成五是中國，那就是中國的。越南也麻煩了，越南如果用中國的零組件，加上他的勞動力、台灣的關鍵零組件，再銷美國，也會被擋，所以會變成什麼？川普2.0未來是怎樣？台灣可能要找到其他像菲律賓零組件跟勞動力充沛的地方，將關鍵零組件送過去，再銷往美國。江次長，這就是郭部長的境外關內，是不是這樣子？"],["江次長文若：是的。"],["鍾委員佳濱：好，很清楚。我們請杜次長，那一天星期天閣揆帶著我們陳部長去，他說毛豆，毛豆就是那個阿婆不知道是賣雨傘，還是在擺地攤的小孩。本來台灣的毛豆有一半是出口，一半是內用，出口的部分七成到日本，是品質高的、細的，而一般的到美國，現在美國跟中國開始打仗了，所以我們的毛豆一樣可以銷美國，但是你知道嗎？美國市場進口毛豆是從哪個國家進口？"],["杜次長文珍：中國。"],["鍾委員佳濱：對，中國毛豆不能來了，美國是不是需要更多的台灣毛豆？但是中國的毛豆不能進美國，它會去哪裡？"],["杜次長文珍：日本。"],["鍾委員佳濱：它會去日本。所以部長說我們要顧日本、拚美國，美國的市場要搶，但是日本的市場要顧好。"],["杜次長文珍：是的。"],["鍾委員佳濱：所以我們貿易的關稅會有這樣的變化，剛剛舉到的境外關內，有沒有可能台灣的組培苗利用菲律賓在他的自貿區，然後他的土地、他的氣候的條件，我們出口到日本？其實這個是什麼？這在解決賴委員提到的蘭花問題，蘭花如果我們遇到關稅要提高10%，有沒有可能菲律賓的關稅較低，我們到菲律賓去做自貿區的轉運，你同意嗎？"],["杜次長文珍：不放棄任何機會。"],["鍾委員佳濱：不放棄任何機會？講得很好！表示你也同意，也不同意，看看可能再說。好，我現在講一個，中小型的運載火箭，我們屏東九棚現在列為國家的火箭發射場址，現在火箭做什麼用呢？火箭不是打飛彈而已，火箭打低軌道的通訊衛星，SpaceX的火箭一次可以載143顆的衛星，它等於是團客，要布建一個衛星通訊網、要一個SpaceX，但是台灣是中小型的火箭，像什麼？像小黃，如果你要更替、要換修的，則要重型。所以部長你來想像一下，如果台灣未來有很多的訂單，要我們幫他們發射、運送衛星到空中，我們需不需要進口大量的火箭？"],["莊部長翠雲：進口……"],["鍾委員佳濱：你覺得火箭可以跟誰買？"],["莊部長翠雲：我覺得我們可以找這方面比較專精的國家買。"],["鍾委員佳濱：其實航太產業是美國到目前的出口大項，過去我們只會想要跟他買波音載我們的國際旅客，現在要想辦法去跟他買火箭或者火箭關鍵的，像火箭引擎，用來服務那些低軌通訊衛星，需要在台灣來運載的，所以航運的市場不是只有貨運、不是只有民用航空，還有什麼？太空。","所以我們現在思考的是，如果我們現在還在談洗產地，只是眼前，最好的方式是瞄準產業未來的需求，提高台灣在這個產業的布局。川普說美國要再工業化，部長，你認為川普再工業化的意思是汽車回美國製造、造船回美國製造，美國從過去不製造的球鞋、球拍，都由美國製造，是這個意思嗎？"],["莊部長翠雲：當然他也希望製造業能夠回流到美國。"],["鍾委員佳濱：他的再工業化，他只挑好的啦！"],["莊部長翠雲：是，關鍵的……"],["鍾委員佳濱：中高階的回美國、留在美國，中低階的、其他的是友岸發包，所以我們台灣難道要繼續承接運動鞋、紡織品、自行車、筆電嗎？沒有！我們要跟美國爭取中高階的友岸分工，就是你波音客機有沒有可能讓某些零組件到我這邊生產？又或者說，我需要很多中小型的運載火箭，你的火箭引擎賣給我，我跟你分工。或者無人機產業，以死神的等級最高，那是軍用級的，美國不會讓出去，但是像中國的大彊那種中低階的無人機，它當然希望台灣能夠接下來，美國需要的時候，中低階的無人機就跟台灣買，而不需要跟中國買。部長，你同不同意這樣的說法？"],["莊部長翠雲：是的。"],["鍾委員佳濱：未來的產業需求需要資金、人力、土地跟公共建設，所以有沒有評估好我們未來的產業需求，擬具提高台灣產業全球市占率的方案？兩位次長，你們有沒有回去跟你們部長講，是不是要評估這個？"],["江次長文若：是的，我們已經在進行評估，我們也希望往高科技等等相關的產業發展。"],["鍾委員佳濱：好，那杜次長你們農業部呢？"],["杜次長文珍：是，就農業永續來說一定要做這樣的評估。"],["鍾委員佳濱：好，莊部長，這裡面的資金、人才、土地跟公共建設五缺，財政部要負責什麼？"],["莊部長翠雲：滿多的啊！"],["鍾委員佳濱：我下面舉一個例子，這是一個台灣的離岸風機，在策略上要本土化，所以這些來台灣幫我們做離岸風機的都要跟本土的一些，譬如說水下基礎進行合作，因此台灣這幾年除了海事工程之外，我們水下基礎除了世紀鋼，還有其他的公司都在做，他們要趕快興建廠房，希望承接這樣的訂單，它需要融資，但是現在廠房不是馬上就可以蓋好的，銀行說你要有合約，要有人跟你買水下基礎，我才會放款給你，結果廠商說你的廠房還沒有蓋好，我不能給你訂單，這個時候就卡在什麼？融資是要幫助誰？如果這個時候融資不給，它廠房蓋不下去，這樣就拿不到訂單，雞生蛋、蛋生雞，所以有沒有發現到這個問題？當我們要布局未來產業的時候，這些新興的產業最需要的是什麼？金融的支持。部長，你同意嗎？"],["莊部長翠雲：支持，我覺得金融支持是有必要的，同時我們會透過所謂信用保證機制，讓銀行可以更有風險的分攤。"],["鍾委員佳濱：很好，信保機制目前在國發會那邊有一個國發基金，有這個信保的機制，那麼評估哪些產業要納入信保，請財政部跟國發會密切聯繫好不好？"],["莊部長翠雲：是的。"],["鍾委員佳濱：最後三點訴求，不好意思，主席。第一，請財政部提出因應台灣產業受美國對等關稅影響短期融資的資金需求方案，可以嗎？"],["莊部長翠雲：是。"],["鍾委員佳濱：請農業部跟經濟部說，趕快就在中台商撤出中國後進駐境外關內園區去想輔導方案，既然你想搞一個境外關內，那麼從中國撤出來的台商，要怎麼輔導他們去做，要趕快準備，江次長可以嗎？"],["江次長文若：可以。"],["鍾委員佳濱：杜次長也想一下。"],["杜次長文珍：是。"],["鍾委員佳濱：最後，請3個部會去想一下，在全球去中供應鏈重組之下，台灣的產業升級及擴產在訂單跟合約尚未明確的時候，其融資需求的解決方案，經濟部跟農業部可能要提出你們所輔導的業者需求，並請財政部幫忙，可以嗎？"],["莊部長翠雲：是的。"],["鍾委員佳濱：謝謝。"],["主席：謝謝佳濱委員。","接著請李彥秀委員質詢。主席在這裡補充報告一下，李坤城委員質詢完畢，我們休息10分鐘。"]],"agenda":{"page_end":190,"meet_id":"委員會-11-3-20-8","speakers":["賴惠員","林德福","吳秉叡","賴士葆","郭國文","鍾佳濱","李彥秀","李坤城","顏寬恒","黃珊珊","林思銘","陳玉珍","羅明才","王世堅","張啓楷","黃國昌","林楚茵","徐富癸","陳冠廷","牛煦庭","黃捷","邱志偉"],"page_start":117,"meetingDate":["2025-04-16"],"gazette_id":"1143801","agenda_lcidc_ids":["1143801_00004"],"meet_name":"立法院第11屆第3會期財政委員會第8次全體委員會議紀錄","content":"邀請財政部莊部長翠雲、經濟部、農業部及公平交易委員會就「防範中國大陸產品低價傾銷及透\n過台灣洗產地問題之因應策略」進
